This one-sixth-scale plaster model is Lipchitz's second study for Government of the People. Significantly different from his first bronze study, this piece more closely resembles the finished public sculpture with its intricate, three-tiered structure. A family group of father, mother, and child form the base, while above them, in the center of the composition, a man and a woman turn in a spiral motion as they hold aloft the cloudlike formation of reclining nudes at the top.
